Public Right of Way Enforcement and Consensus
The Revised Draft Guidelines for Accessible Public Rights-of-Way - November 23, 2005 from the US Access Board is not enforceable by the US Department of Justice. This doesn't mean we can just ignore it. The initial consensus work is complete as are the research documents on specific issues. More information is available on the Access Board web site. --- http://www.access-board.gov/news/row-draft.htm .There were many comments from municipalities with concerns about cost and implementation schedules. Several blind groups provided many strong comments against using the Accessible (audible) Pedestrian Signals (APS).
While these guidelines are not enforceable and not in the model codes, they can be used with caution and common sense and with due consideration they can still be adopted by state and local government units.
